Ten Departments Including MOT: Accelerate Electrification and Green Fuel Vehicle/Vessel Application, Build Zero-Carbon Transport Corridors, and Promote Zero-Emission Freight Fleet Development

In terms of green transportation, the "Guiding Opinions" proposes advancing the green renewal and upgrading of metropolitan area transport infrastructure and accelerating the electrification and application of green-fuel vehicles and vessels. Key measures include building zero-carbon transport corridor demonstration sections (segments) and zero-carbon hub stations and service areas, expanding the use of new energy heavy-duty trucks in short-to-medium distance transport scenarios within metropolitan areas, promoting LNG and methanol power technologies for medium-to-large vessels, and driving the development of zero-emission freight fleets. Details are as follows:

V. Promoting Green Transformation of Transportation

(15) Promote green renewal and upgrading of metropolitan area transport infrastructure.

Promote the "linking points into lines and networks" approach for energy replenishment facilities in metropolitan areas, and expand the short-to-medium distance energy replenishment facility network at major freight nodes and surrounding areas. Build zero-carbon transport corridor demonstration sections (segments) and zero-carbon hub stations and service areas. Promote the construction and full utilization of shore power facilities at ports in riverside and coastal metropolitan areas — build wherever needed and utilize wherever built. Advance the integrated construction of source-grid-load-storage systems at transport hubs and other key nodes. Transport infrastructure shall comply with ecological environment zoning control requirements, and natural space protection and ecological restoration around transport infrastructure shall be strengthened.

(16) Accelerate electrification and green fuel vehicle/vessel application.

Promote the orderly adoption of new energy buses in metropolitan areas and guide public sector vehicles to accelerate electrification. Expand the use of new energy heavy-duty trucks in short-to-medium distance transport scenarios within metropolitan areas, and substantially phase out operational diesel trucks meeting China IV and below emission standards. Newly added or upgraded internal vehicles and non-road mobile machinery at ports, logistics parks, and airports shall be electrified wherever feasible. Accelerate the application of battery electric power technology in small and medium-sized vessels and other relevant scenarios, and promote LNG and methanol power technologies for medium-to-large vessels. Advance the construction and use of aircraft APU (Auxiliary Power Unit) replacement equipment.

(17) Optimize and adjust the transport structure of metropolitan areas.

Implement the public transit priority development strategy with high quality, and promote the establishment of a public transport system in metropolitan areas with rail transit serving as the backbone and urban buses and trolleybuses as the foundation. Optimize green transport right-of-way safeguards, strengthen the seamless integration of multi-modal public transport networks, and promote Park & Ride (P+R) and Bike & Ride (B+R) models. Develop multimodal transport relying on major freight nodes in metropolitan areas, promote the development of zero-emission freight fleets, and increase the proportion of bulk cargo transported by rail and waterway as well as the proportion of new energy vehicle transport.
